MAT Award Update

On July 7, the California Department of Health Care Services (DHCS) announced the funding of over $21 million in grants to 59 nonprofit DHCS-licensed residential treatment facilities to expand treatment services in California and increase access to medications for addiction treatment (MAT).

 

The State Opioid Funding program expands MAT services and focuses on opioid use, which is the main driver of drug overdose deaths in California. The project creates a community of practice that lifts up and makes available racially and culturally responsive population-based and place-based approaches for California’s most underserved communities. MAT is considered the gold standard of care for opioid use disorder.

Specifically, Bi-Bett’s residential centers were awarded funding: Diablo Valley Ranch in Clayton, Pueblos del Sol in Concord, Frederic Ozanam Center in Concord, Orchid Women’s Recovery Center in Oakland, and Wollam Women’s Recovery Center in Pittsburg.

Funding will support MAT start-up and expansion activities through staffing, training, and a collaborative learning opportunity to implement best practices. Bi-Bett will renovate current facilities to establish an IMS-certified room to ensure client medication is delivered on time without staff or clients going off-site and implement an EHR system to document prescriptions, monitor client adherence, track progress, and coordinate care in real time.

We are grateful to the State for recognizing the importance of onsite MAT services and for supporting organizations like Bi-Bett that provide treatment to those struggling with substance use disorders, including opioid addictions.”

This project will enable Bi-Bett to prescribe and manage MAT onsite for the first time. It will eliminate the need for offsite transportation, reduce treatment delays, and allow staff to maintain full supervision during the MAT process. The addition of a dedicated NP and case manager will expand clinical capacity and allow the facility to serve more clients safely and efficiently. The implementation of an EHR system will further enhance care coordination, improve documentation accuracy, and reduce staff burden—laying the foundation for long-term scalability and sustainability of MAT services.

With over 50 years of experience, Bi-Bett serves over 3,000 unique individuals annually through a continuum of care, including withdrawal management (detox), residential treatment, perinatal programs, outpatient services, DUI education, and sober living environments (SLEs). The organization focuses on all individuals who are at high risk for SUD/OUD.
