Devan Cross has been the Bi-Bett CEO since February of 2024. Prior to Bi-Bett, Devan spent 15 years with Managed Health Network (MHN), a California-based specialty managed care plan and behavioral health organization, where he was most recently the President & CEO.
Devan has a diverse professional background, including consulting and homebuilding, and he began his career as an Officer in the US Navy, where he was personally accountable for the safe navigation of a $400M warship with more than 200 personnel.
Devan earned a Master of Business Administration from University of California (Berkeley). He earned a Bachelor of Science, with Merit, in Political Science and General Engineering from the US Naval Academy.
He is a native San Franciscan and lives in the Bay Area with his wife and two children.
Jeanne Reburg joined Bi-Bett as CFO in September of 2019. Prior to joining the Bi-Bett team Jeanne was VP of Finance of a non-profit Behavioral Health company for a number of years. While working as the mental health program’s VP of Finance, Jeanne realized that she wanted to continue contributing to the treatment field as she has seen it make such a positive impact in our communities.
An experienced and qualified finance professional, Jeanne is a licensed certified public accounting (CPA) and comes with over two decades of experience in accounting along with internal & external audits with large accounting firms. Bi-Bett is thrilled to have Jeanne’s expertise on the team.
Michael Stevenson is the Director of Operations for Bi-Bett Corporation, where he oversees residential and outpatient treatment programs across the East Bay. His work is grounded in operational excellence, regulatory compliance, and a strong commitment to recovery-centered care.
Michael is also a person in recovery, and Bi-Bett programs played a pivotal role in his own transformation. The structure, support, and accountability he experienced helped him rebuild his life and discover a lasting sense of purpose that continues to guide his leadership today. Informed by both professional expertise and lived experience, Michael is dedicated to ensuring that every client and staff member is supported with dignity, compassion, and integrity.
Medical Director – Contra Costa & Solano Counties
Kenneth Saffier, MD, FASAM has been the Bi-Bett Medical Director since 2018, is a family physician with Contra Costa Regional Medical Center’s Family Medicine Residency and specializes in addiction medicine and chronic pain management. He is board-certified in family and addiction medicine. Dr. Saffier graduated from SUNY at Stony Brook School of Medicine and completed his residency at Chicago’s Cook County Hospital. In 2008, he completed a faculty development fellowship at USC’s Division of Medical Education and is a clinical professor in the Department of Family and Community Medicine at UC San Francisco medical school.
He is the president of the Medical Education and Research Foundation for the Treatment of Addiction, a 501c(3) organization designed to integrate addiction medicine into residency curricula and primary care medical practices. (www.merfweb.org)
Dr. Saffier has been a Member of Motivational Interviewing (MI) Network of Trainers since 2012 and has provided over 50 MI training sessions including workshops at national conferences including the American Society of Addiction Medicine and the California Society of Addiction Annual conferences. In addition to sessions on MI, he teaches topics in addiction medicine and has partnered in the presentation of multiple educational workshops.
Dr. Saffier is also an active mentor in the Providers Clinical Support System for Medication Assisted Therapies and for 8 years has conducted SAMHSA approved buprenorphine waiver training on local, regional, state and at national conferences.
Cynthia Reinbach, Director of Compliance, has been with Bi-Bett since February of 2024. Cynthia brings 40+ years of experience in the behavioral and mental health field. She has extensive experience and understanding of State and County licensing, California Department of Healthcare Service Standards, Drug Medi-Cal Program Administration, ASAM and Community Care Licensing.
Throughout her career, Cynthia has served in such positions as Chief Operating Officer, Chief Compliance Officer, Clinical Officer, and VP of Clinical services.
Cynthia earned her Master of Science in Marriage Family Therapy, and Bachelor of Arts degree in Psychology at San Jose State University.
Cynthia is an active and avid supporter of behavioral healthcare rights, for the individuals we have the privilege of serving every day.
She is a native Californian, living in the Bay Area, and enjoys traveling the world every chance she gets.
