Bi-Bett is pleased to announce the grand reopening of our “Emerald City” building within our Frederic Ozanam (“Oz”) Women’s Residential Treatment Center in Concord.
The ribbon-cutting ceremony, held on Friday, May 16, 2025, marked a significant step forward in expanding the provision of critical addiction treatment services to the community. Once the final touches are made, including licensing and permitting formalities, Bi-Bett will be able to bring six additional beds into service. The re-opening was supported by the California Department of Health Care Services award to Bi-Bett grant funding under the Behavioral Health Infrastructure Bond Act of 2024: Behavioral Health Continuum Infrastructure Program (BHCIP).
Bi-Bett’s CEO, Devan Cross, thanked the Bi-Bett team, including Susanne Reynolds, the Oz Site Coordinator and alum of the program, Oz Lead Counselor Jamie Hampton, and Bi-Bett’s Facilities Manager, Reade Adham, as well as the team of contractors who put in countless hours of work and dedication. Mr. Cross spoke about how his very first day at Bi-Bett was in the rain at Oz to assess the facility and discuss a path forward. Board Member Brandy Leigden, who was present that first day, shared a humorous memory by noting that they also laid out temporary gutters to prevent excessive rainwater from washing back into the building or flooding the backyard.
Other members of Bi-Bett’s leadership team, staff from other sites, and several other Board Members also attended the event, showcasing the corporation’s unwavering commitment to the community and the clients we serve. “Our mission at Bi-Bett is to help individuals struggling with addiction by inspiring hope, empowering recovery, and building community. We provide essential services that address and mitigate the impact the disease of substance use disorder,” Mr. Cross remarked. “With the reopening of Emerald City, we are expanding our reach to those who most need these critical services.” Bi-Bett alumni, members from Contra Costa Health, representatives from State Senator Grayson’s office, and community and business partners also celebrated the re-opening with Bi-Bett.
As part of the celebration, attendees were invited to tour the facilities, meet the dedicated team of professionals, and learn more about the services offered. The event included refreshments and informal networking, allowing attendees to foster connections among community stakeholders and reinforcing our shared commitment. Smiles, and even some tears, were present throughout the ceremony, and current clients shared that they were thrilled that they may be part of the first group to stay at the refurbished Emerald City!
